When I close down Pocket Internet Explorer, the next time I open it the website I was last looking at loads up. Why doesn't it display the website I've set to be my home page?

Your home page only becomes significant when Pocket Internet Explorer is started from scratch. When you click the Close button at the end of a browsing session, you're not actually closing the program, merely hiding it from view.

The next time you launch the program, it simply picks up from where it left off, which explains why the last website to be visited is displayed.

The only way to get around this is to ensure that the web browser is completely closed when you have finished with it. You can do this by launching the Task Manager and closing Internet Explorer that way.
